After we purchased 5 license of Expression Web for our team, we discovered that it only has partial support for ASP.NET themes. It (supposedly) can handle them in the default mode, but not in "Stylesheet" mode. By default, theme settings override even those explicitly declared on a control; whereas themes simply provide default settings in style sheet mode.
I mentioned the issue to Scott Guthrie, and he confirmed that stylesheet-mode themes didn't make it into Expression Web.
